Virginia short-term rentals: permission before projection
Short-term rental DSCR financing begins with lawful use at the specific address. A booking projection is not a substitute for zoning permission, association approval or acceptable rental evidence.
Local rules come first
Virginia Beach has location-sensitive rules and permit requirements for short stays. Richmond applies operating conditions that can be incompatible with a purely investor-owned use. Confirm the current rule for your parcel directly with the locality before you rely on visitor income.
Norfolk, Charlottesville and surrounding counties have their own requirements. A listing on a booking platform does not establish that a property can lawfully operate, or that permission transfers to a buyer.
Translate revenue into reliable evidence
Ask the wholesale lender which documents it accepts: operating history, booking statements, third-party analysis or long-term rent support. Distinguish gross bookings from income after platform charges, cleaning and refunds. Seasonality and owner use must be disclosed.
Stress-test the alternative
If visitor use is unavailable, investigate whether a lawful long-term rental is feasible and financeable. It is not automatic that a lender will simply substitute a different rent assumption. Keep furnishing, utilities and management costs in your ownership budget even when they sit outside the program’s DSCR denominator.
Virginia short-stay demand, qualitatively
The Virginia Beach oceanfront draws seasonal leisure visitors; Charlottesville and the Shenandoah Valley see university events, wineries and mountain travel; Northern Virginia and Richmond see business, medical and event stays. Each pattern brings a different seasonality, cleaning load and local rule set. Do not borrow one area's booking assumptions for another.
Compare short-term and long-term rent support side by side on the calculator. If only the short-stay income makes the ratio work, confirm lawful use and accepted evidence before you commit to the property. Our Virginia Beach and Charlottesville market pages add local context.
